I'm going to turn off my computer and go outside to check the block for a photo, hoping to figure out if that's the issue.

They can't tell if the cooler is working just by looking at a photo. From what you said about it getting hot only with the new cooler, it seems there might be an issue with the unit or the pump isn't running fast enough. Turn the pump up to full 12V and make the fans spin at their maximum. Check if the radiator is installed properly—tubes shouldn't go into the radiator when it's at the highest point of the loop, or else air might be forced into the pump.

Looks like I've found the problem, but its weird the cooler is hooked up exactly how the manual says it should be not sure whats going on here
