I tried once more and found no other problems besides the thermal pad visible. Each surface fits just right—neither too loose nor too snug. I noticed the GPU fans spinning before shutdown, but I’m not sure if that affects anything.

your board could restart up to five times to function properly if the BIOS battery was removed. this occurs only on newer OCP mobos!!! my machine restarts three times before reaching the BIOS screen. i recently tested a $1800 pre-built model and noticed similar behavior—only after four failed boots did it finally boot up via BIOS!
