If it worked before, try reseating the CPU again. Just follow the basic steps. Don’t worry, I’ve done this several times before. When you restart and paste again, it should work now.
Which version of 3070 are you referring to? What components were removed during the repasting process? Did you fully disconnect the cooler, unplug the RGB cables, and detach the fans from the board? Are any connectors likely misaligned? This seems like a GPU-related problem.
It's an ASUS Dual 3070. I took off the screws from the backplate and the ones on the heatsink, then reinstalled everything as before. After reapplying, I noticed the fans still spin when I connect the GPU.
Can you share images of the graphics card? If possible, please include the PCB with the cooler mounted on the GPU. This will help us understand the alignment and any potential mounting issues. Important points to note: over-tightening the four central screws can damage the unit or cause cracks, and uneven tightening may also lead to cracking. Seeing a clear photo like this would show how well the cooler, PCB, and backplate fit together and highlight any immediate problems.
I would disassemble it. I notice what seems to be thermal pads close to the VRAM that aren't actually covering it. From the factory they shouldn't be wide enough to reach that distance. I'd be concerned about overly tightened cooler screws or thermal pads not being placed correctly, which could cause a poor fit. Interestingly, there appear to be pads over chips 2 and 3 but not beyond chip 1. Have you replaced the pads before?
During that process, when I removed the heatsink, only the edge of the thermal pad remained (the one highlighted in red). The rest stayed in its original position. I made sure not to tighten it too much, though I wasn’t sure if it would matter since only the corner was affected. It seems the stock pads were left untouched.
