I don't believe scratching or scuffing the PSU internal part would lead to this problem—it might be okay or it could be a total mess. Still, it's best to test it just in case, which is easier than dealing with the issue later.

This choice isn't important. The OS isn't related to power switches. The chipset driver assists with sleep and shutdowns. Therefore, updating via the motherboard site and then the BIOS seems appropriate.

I'll handle the bios first before attempting the switch testing, since my PC is currently running. Then I'll just try the switch testing once it's cold and several hours have passed. It's curious—sometimes even after being off for a while, it powers up fine, though tonight I had to press the case button a few times. After turning it off and restarting, it starts immediately without hesitation. Really odd.
