The issue seems to persist despite hardware changes, software updates, and driver fixes. I've replaced all components and tried multiple Intel CPUs, yet stutters continue. It might not be the hardware or power supply in my home. I've reinstalled Windows many times without success. If someone else is dealing with a similar problem, what should they check and do? Review the DDU and reinstall graphics drivers (including older versions) – verify you have all the motherboard drivers. Update the BIOS for the motherboard. Remove unnecessary software. Scan for malware or unusual applications. Transfer the game to an SSD. Reinstall Windows. Switch between Windows 10 and 11 versions. Evaluate performance on Linux. Test memory capacity. Assess storage health. Reconnect hardware (or try different slots). Inspect the motherboard and power supply for any visible issues, or connectors. Experiment with a different graphics card. Change the power supply unit. Adjust CPU settings. Based on these steps, it seems you've already tried most of them, so this might not be very useful.

It's accurate in part because the MSI afterburner leads to stuttering on some AMD CPUs. Turning off the power monitoring resolves the issue, yet I continue experiencing stutters even after installing a new Windows version without any monitoring tools.

I’d test the performance on Linux and compare it. Have you experimented with changing the monitor or HDMI/DP cables? Also, adjust the VSync settings if needed.

In the NVIDIA app preferences, the NVIDIA overlay feature is usually active by default. Disable it since it often leads to these performance issues.

I've tested various cables and monitors, but the issue remains consistent. Gsync stays disabled even after enabling it.

I don’t have the NVIDIA application set up. I only have the drivers from Page, the game, Windows updates, and MSI Afterburner installed. That’s everything currently on my PC.
