I'm facing a bottleneck with my 1050ti GPU and i7-4790 CPU. Should I be able to overclock the GPU to fix this? If yes, what amount should I increase it by?

you can definitely overclock, but it depends.
the extent varies, so start small and adjust gradually.

Yes, a 1050TI will "hold back" a 4790, I'm not saying it won't.
The simple fact is you can't "get rid" of the bottleneck. You could alleviate it a very small amount by overclocking your 1050TI, but by the same parameters, it's still going to 'bottleneck', even if you had the highest OC'd 1050TI in the world.
