What games are you playing? Any title that cant utilize hyperthreading, that CPU is never going to go beyond 50% utilization (4cores/threads of the available 8).

Yes, a 1050TI will "hold back" a 4790, I'm not saying it won't.
The simple fact is you can't "get rid" of the bottleneck. You could alleviate it a very small amount by overclocking your 1050TI, but by the same parameters, it's still going to 'bottleneck', even if you had the highest OC'd 1050TI in the world.
Aw, man! I hate pre-built PCs!
