The screenshot from the MSI command center shows a 6% load, whereas Task Manager indicates 100%. In your video, the command center never exceeds 25%. There seems to be an issue with the reporting. Tabs and videos shouldn't consume excessive CPU unless you're editing video. Are you certain it's CS:GO that's using all those resources? Switch to the "Process" tab in Task Manager to identify the real cause. Just because a program runs frequently doesn't mean it's the only problem.

The screenshot you shared seems to present mixed data. You mention a maximum temperature of 105°C in the BIOS, but then note it only appears in CS:GO. This inconsistency suggests something may be amiss. Assuming the cooler is installed properly, are the fans operating and the pump functioning? The high temperature of 105°C is concerning. Also, why are you disabling C-states and enabling over-temperature protection? It might be better to restore the BIOS to its original settings first to rule out any changes. I agree with @Avocado Diaboli—there appears to be an unusual situation if one program reports 25% load and 105°C, while Windows shows full load. Furthermore, even when FPS is limited to 50, the CPU usage remains unchanged, which makes it hard to confirm that CS:GO is running with such high CPU demand. Check Task Manager’s CPU tab, sort by usage, and see what processes are consuming resources during this time.

Guys you are confused with all this pictures, where is 6%, am i blind? Did you watch 1,5 minute? (I recorded my 2nd screen after start SC:GO on main screen) again - ALL SOFT AND PROGRAMS RUNS WITH NO PROBLEM WHY ONLY SC:GO TRY TO ABUSE MY CPU? is it CLEAR? c-state is OFF for stability, after overclocking i9-9900K. Do not get off of the main question - SC:GO load my cpu 100% all the time. WHY? again and again but NOTHING HELPS!!!

Shift focus to the process tab to identify which program is consuming the most CPU power. This is what we need to understand and why individuals ask these questions. We lack a crystal ball, and since we're not physically present in front of your machine or limited to the data you share, we can't instantly explain your PC's behavior. Also, please set aside any irritable tone and unnecessary all-caps—those often signal frustration. It's not helpful when people seem overly critical or dismissive, especially if they're offering advice.
