The game would lower the frame rate from 70 to around 30 in some areas. I was running at maximum settings, but it only worked when facing specific directions. I thought it might be a coding or driver problem.

It seems your 6970 was a good card once, but Crysis 3 affects all cards negatively in terms of performance.

Don't run the game at its maximum settings. Even with Sli 780ti users face issues when the game is cranked up. It looks like the issue affects everyone because of the game's coding. Have you tried reducing the MSAA or any other sampling settings you're using? That was a problem I experienced.

when it functions it operates at around 90+ frames per second most of the time, though it frequently drops to precisely 32 fps before recovering. i’m puzzled why no one understands this issue =(

Calls for bottlenecks affect all users of DirectX 11, regardless of whether they have an Nvidia, Intel, or AMD GPU.

That didn't occur the last time too! What was the reason? I was wondering about the previous Windows installation... everything worked perfectly!
