I've never encountered such an event in more than 200 hours of CKII O_o. The siege continued unbroken, and he managed to restore an 800-man garrison. Not sure what that means.

It could have been soldiers from an event force, or they might have hired private contractors.

I understand. I attempted to use diplomacy, but it indicates he is fully defeated and open to peace. However, I’m unable to activate the enforcement option. Did I make a mistake?

I think it's because your requirements demand total loss, and nobody will agree to such conditions, even when they're completely defeated.
