After a BIOS update, a clean OS installation, and fresh drivers installation, the system reaches its operational status.

I reinstalled the games three times. After a fresh install of Windows and drivers, I can still launch them, but performance remains poor. The CPU usage stays at 100% while the GPU fluctuates between 0% and 100%. It seems my cou is running at 4.5 clock speed, though its base should be around 3.7.

Ensure your AMD system has the most recent MB/chipset drivers installed. The versions from the motherboard maker may not always be current and can affect performance.

Not completed the bios update yet but I'm planning to do it soon. Thanks!

Motherboard drivers are related to BIOS but can differ in functionality.

They vary - you can obtain them straight from AMD's website.
The AMD auto detect tool will select the optimal options for your motherboard.
If your CPU is at 100 percent, it’s best to check your results in a CPU benchmark such as cinebench.
A 5600X shouldn’t be operating at full speed on a 6700XT unless you’re using 720P to prevent GPU bottlenecks.

Actually I already have the chipset drivers installed. I plan to run a CPU benchmark. I believe my CPU might be the issue. I returned my new RX 6600 because it wasn’t performing well and now the RX 6700xt isn’t either. Could it be that I have a faulty CPU? I was playing in 1080p ultra, so what should I do next? Should I try to replace the CPU, apply new thermal paste, or reinstall the heat sink? The process of screwing the heat sink was causing some problems. I’m not sure and don’t know much about it.

It's unlikely but possible for your CPU to be faulty. The 5600X is usually stable and a bad CPU typically leads to crashes. A poorly fitted CPU cooler can cause thermal throttling. Using a monitoring tool such as HWINFO64 or during testing is recommended. If the monitor indicates overheating, consider repasting and reinstalling the heatsink. The 5600X consumes 65 watts and usually stays cool unless you use PBO/OC settings. If your motherboard hasn't been reset to default optimized settings, it might help to check for stable performance.

While using MSI Afterburner, temperatures stayed below 80°C. I'm now applying the latest BIOS updates.

Would the cinebench indicate a faulty CPU?
