Your display is indicating that when you switch to battery mode, Dell is drastically cutting the advertised turbo power limits. This causes your CPU to operate very inefficiently. Intel's low-power U series models have a TDP rating of 15 watts, so Dell has restricted your six-core CPU to match that limit. Such limitations are why I no longer purchase Dell laptops. The only solution seems to be accessing the TPL window and verifying your turbo power settings. Then, check the FIVR window and enable the Disable and Lock Turbo Power Limits option. This may stop the power limit adjustment method Dell employs. Probably this is managed by the EC, leaving you with no options. I’d recommend returning it to Dell and explaining that it won’t work at any practical speed while battery-powered.
Is the laptop compatible with the Dell Power Manager app? If it is, you'll find options to adjust the TDP there.
I'm having trouble with the same issue on my Asus laptop again. I should look for a BIOS update that might improve performance or power settings. Also, is UncleWebb available?
Your TPL and FIVR require installation of the component next to "disable and Lock Turbo Power Limits" to function properly.
Download the RwDrv.sys file from Mega, place it in your ThrottleStop folder, and choose the option in the FIVR window. The Install button within ThrottleStop will guide you through the setup. You should also apply a -100 mV undervolt to both the CPU core and cache.
