Consider adjusting the Offset Voltage to -100mV. The Disable and Lock Turbo Power Limits settings remain unchanged.

You set up the driver and confirmed the option, but you're still restricted to 15 Watts with the battery. Dell is restricting their latest laptops, so it seems you're facing a tough situation. The power caps set by the EC are managed by your CPU. A -100 mV offset for the core and cache can offer some benefit when connected, but it won't make much difference while running on battery due to the 15 Watt limit.

I believe I did it correctly. Do you recommend anything else? I've only had this laptop for a little over a year.

This 15 Watt cap has existed for some time. Experiment with various BIOS updates—maybe you'll find success. Begin by adjusting the undervolt, starting at -100 mV for the core and cache.
