It seems like you might be able to secure this situation! I assumed it could be a bios issue, but I didn't want you to change your BIOS settings before ruling out other causes, especially since it's a risky step, particularly if you're unfamiliar with the process.

I just completed the CPU stress test using Intel ETU and got this link. But when the test finishes, I notice the CPU speed increases again? That's really confusing.
I believe I've figured it out. I switched the core voltage in Intel XTU from auto to 1.2v (adaptive) and the outcome is:

EDIT: Just repeated the same test again and everything is back to normal... only one active core with Task Manager displaying 25% CPU usage...
