It's the power limit. If plugging in the power plug does not help, then there is no solution unless someone else has hacked the BIOS.

It's hard to get the most power from its own components because only a small portion adds up, but that extra bit still counts.

Check if the software has any restrictions. If yes, see if there’s a way to modify it outside of the BIOS (it seems there wasn’t much available).

Due to the weight of the power brick, higher power usage means more copper and thus more weight. The main reason is cost efficiency. The settings are set in the BIOS and can't be changed by users (they're secured).

This approach doesn't work. Power management is only available on AMD laptops. Intel and Nvidia each have their own limits. You could turn off the GPU completely, but the CPU would still run at its lower power setting (10W).
