Feeling uncertain here. It might help to remove the MSI OC tool and the Ryzen Master installer. Restart the system and turn it off then back on. Finally, reset the CMOS settings.
Ryzen Master displays your present power restrictions at the top. The stock specs are 142 watts, 95A, and 140A. Something has raised the allowed power levels. Once corrected, the program will revert to its standard numbers. If you still see higher values, a setting remains active—likely PBO enabled. Your CPU is configured to operate at full maximum power without caps, following its voltage/frequency chart. It will self-throttle to stay within the original 142W limit. Beyond that, it can push further up the curve, boosting frequency and voltage which raises heat and energy use. This remains safe as AMD’s default settings govern voltage control. But if your cooler can’t handle the load, overheating becomes a risk. Any attempt at overclocking is risky—best to reset BIOS or disable PBO limits in BIOS.
Your CPU remains stuck at 4GHz or below, yet your power settings automatically shift to a balanced or power-saving mode. The AMD plan seems to override this behavior, causing the CPU to hit full speed again. You mentioned removing the plan, but you read it wasn’t effective—what changed after that?
