I notice the same setup with 3600/b350 units—there’s no obvious variation in boost performance, but any adjustments appear to make a slight difference, pushing speeds above 4.2. Probably just a minor tweak from the original specs.

It's actually beneficial that the CPU reaches 4050MHz. You should have sufficient cooling capacity and not require a default speed setting. The only steps mentioned are already covered. Either turn off PBO and prevent the OC software from launching in Windows, or adjust the multiplier manually to 37.25x. It must be a quarter higher than that for PBO to function properly. That's all. I don’t own an OC software and PBO doesn’t appear to assist. I also adjusted the CPU ratio, but it didn’t resolve the issue.

Did you adjust the ratio to 37.25 or simply 37? Consider adding the extra 0.25.
