I’ve checked the BIOS settings and confirmed the stock clock is around 4.050ghz. Research suggests a normal speed should be about 3.7ghz. I made sure no overclocking was enabled and everything is stable. Removing the CMOS battery didn’t restore the correct speed, but it helped reduce heat during idle. When gaming, the CPU tends to get hot, possibly linked to the higher setting. Switching to CPU ratio 37 improved things, though gaming still causes more heating. I also enabled MSI Game Mode temporarily, but stopped it because temperatures reached 65°C at idle. Could this indicate a potential damage?

It's a premium model that tends to heat up a lot when using PBO on auto mode—you can turn that off instead of relying on a fixed multiplier. At stock settings, you should notice higher idle temperatures since the CPU switches single-core to 4350MHz and runs at about 1.5 times speed. This is just how the processor behaves. The maximum thermal throttle is at 95°C. If the CPU never drops below that point, just let it run freely and appreciate the performance.

My CPU isn't overclocked, so I can't turn off PBO. It didn't happen before I enabled the game boost and then disabled it. Edited June 21, 2021 by Epicgam3r

You can turn off PBO in BIOS, which means adjusting settings instead of changing software. The CPU is set to automatically factory overclock with PBO enabled by default. Enabling it only slightly increases the overclock by about 100 to 200 MHz. Disabling it in BIOS keeps the CPU running at its standard 3.7 GHz frequency.

I performed the task and it maintained a speed of 4.2ghz.

Turn off the OC tools at startup, reset settings to BIOS, and attempt again.

Yeah, Ryzen will still gain with PBO enabled, but a bit less aggressively. The base clock is 3.7, boost is 4.2, but it’ll reach those speeds only briefly—they’re meant to happen quickly. It’s best to let the chip run at its default settings; PBO is fine either way, automatic or manual doesn’t really matter. You might want to remove Ryzen Master since it’s just for temporary overclocking and isn’t necessary for normal operation.

It's typical for your CPU to operate at that speed under normal conditions.
