Verified on planet coaster achieving 22 fps in the game while I usually see 70fps, with GPU running at 45°C.

You mentioned you thought everything was fine, but it looks like the system is running at a very high performance level. The processor is only using 10 watts. Did you try to reset the BIOS using the CMOS battery?

Visit ThrottleStop 9.6 at the provided link. Access the Limit Reasons window and check if BD PROCHOT is red. If yes, remove the BD PROCHOT option from the main screen. This issue often happens when a motherboard sensor malfunctions, possibly due to a power surge. Share screenshots after using it if you require further assistance.
