I worked through a HAF932 assignment with specific component placements: a 240 on the front of a smaller unit, 120 beside the CPU, and 240 pulling out. The setup required improved ventilation—fresh air, cooler conditions, and a natural rise of warm air that the fan would assist in removing.
Isn't this what I recommended? The unit has one intake fan and two exhaust fans; it might benefit more from two intakes and one exhaust.
This could be typical behavior. As mentioned by @glenalz81, H7 is designed for 9700K operation. It performs well at lower TDP, but reducing the temperature might require more power handling. Consider slightly lowering the voltage and using a cooler with better performance for higher power. You might experiment with adjusting voltages and frequencies—keeping cores around 4.5GHz at 1.2V stable, then increasing or lowering as needed. If things become unstable, revert your changes. 95 is a bit underwhelming for testing, even with the stronger coolers you’ll still hit around 100°C. The 89°C (per core) is actually typical for that CPU, just like on the older 8th and 7th generation chips. You could switch to a better thermal paste such as MX4 or Arctic Silver 5, but it would only lower the temperature by a few degrees—possibly down to around 85°C.
