You can definitely use a 4000MHz RAM with a motherboard that supports it. It works perfectly!
Ryzen at stock works optimally with 3600mhz RAM (especially around cl16 or lower speeds). This is because the memory controller operates at 1800mhz at stock speeds, so doubling it to 3600mhz creates a 1:1 ratio which maximizes data transfer efficiency. Using slower or faster RAM will reduce performance compared to this ideal setup. You can still achieve good results by focusing on other components, but the bottleneck remains here. For extra GPU power, consider adding one later. Also, ensure you purchase a high-quality power supply from the listed tier—at least B tier—and aim for 500w or higher. This setup will make it easier to upgrade with a strong GPU in the future.
The PSU is a C tier device—it's not excellent, not terrible, and it can handle what you need. It won't be reliable for a decade, so consider getting an A or B tier model instead.
