I don't think so. For example, I recall installing Windows XP without updates and I was immediately affected: to prevent this, you absolutely needed Service Pack 2. It's not a good idea to use an old OS without any updates, especially since government and NASA are mostly older generations. What were you expecting?

this idea doesn’t seem very impressive given the situation. I could make it last another six months with my current setup, and if I upgrade to a 3900x for around $300, it should work. Plus, if the COPPA rules keep getting stricter, my animation career might be in danger because of my YouTube channel. That’s a pretty risky path to follow.

2020 is essentially 4000 years ahead, so you might want to hold off. That cycle will keep repeating, and eventually you'll have to act. Black Friday 2019 will feature 2000-series deals, while Black Friday 2020 will bring 3000-series specials. You decide whether to purchase the current 3000 now or wait for 4000 or the 3000 specials at Black Friday. The Ryzen 7 2700 costs $166 and can be overclocked to fit a 2700x configuration. This offers superior value compared to what's available today. You won't surpass that performance-to-price ratio. If your PC is already generating income, go for the fastest chip you can afford. Given your reliance on an older quadcore, it seems unlikely you need it much.

but like I said, I may lose my income because of COPPA, because I do 3d animation with nintendo etc characters, so if they destroy me, its over, im f*cking done, I will not spend money in a computer when I dont need to anymore

Even if the 3900x becomes available, the way the 3950x is grouped compared to it adds more value than just the price difference—definitely think about getting a 3950x if you need it for work.

I’ve read the review by Linus and don’t think it’s worth the extra cost. I’m also worried about higher temperatures and electricity bills. Perhaps after the discount on the 4000 series, and as long as YouTube doesn’t ruin my channel, I’ll stick with my quadcore if I have no income.
