Set up Win7 or 8 first, then move to Win10, unless you need it on a completely different machine where that’s not possible.

Thanks for the update. I'm confused about how these Windows keys fit together. I have five keys from Windows 7 or 8 that were upgraded to Windows 10, but I'm not sure if they still work.
