OEM licenses cannot be passed on. Just retail licenses are valid.

I contacted Microsoft and provided them with the OEM product key from my old computer. They confirmed that the Windows 7 license was valid for a Windows 10 installation. I inserted the Windows 10 disc into the new PC, entered the Windows 7 code during installation, and registered successfully. It’s great to know this will work for future builds—I need at least ten Windows 7/8 keys from my old junk PCs. Thanks for the help on the forum!
