I'm downloading EFT. Before writing this, I ran a SpeedTest and noticed my internet was a little slower than normal. It seemed to settle down eventually. Probably just a mix of their servers and my ISP handling something.

It would remain steady, but the flow wasn't continuous—it came in discrete chunks instead of a steady stream, appearing as distinct peaks in the task manager network graph.
