I was working with an ASUS PCIe card at the time. I installed the drivers from their site. Then I changed to a USB Netgear model and also downloaded drivers from their website.

It seems you've already attempted to wipe the installation, which provided temporary relief. Consider changing your DNS servers to see if that resolves the issue.

I changed to Google DNS server and restarted my computer. The internet functioned for roughly a minute before stopping.

Running ipconfig /all once more displays either your router's IP address or the DNS settings, not necessarily Google's DNS.
