^^^ This. New CPUs are a good chunk faster, but the 5960X isn't any sort of slouch (I ran one at 4.5-4.7 for a good while before getting my 6950X). If you're looking for actual value, then waiting for Zen 3 if you can is a good idea. If it's just cuz you want to and you have your heart set on a specific CPU, then yeah go for it.
not used to raid cards and prefer sticking with Intel's RAID chips on their boards since they have native RAID 5. As a home user, RAID 5 should suffice for now. I might consider AMD in the future but need to locate an affordable card that supports upcoming standards for a few years ahead.

for multi-threaded tasks zen 2 performs well. if raid cards aren't available, a 10700k offers a boost. hold off on the 10850k—it's similar to a 10900k but slower by 100mhz and cheaper. a 3900x or 3700x makes sense, or wait for zen 3 which is a stronger choice.
