could enhance my gaming setup with a 10700k and expect better performance in games and video editing on the current rig. Upgrading to a 4.625 core OC might bring the CPU up to a 360 AIO for added storage options like a Blu-ray drive. Many of my older titles should run smoothly on Windows 10, though CDs are still required for copyright issues. The Vega 64 will improve when a new flagship arrives, and I’m planning a 4x4GB 16GB DDR4 3000Hz NVMe drive with PCIe2x2 speeds. A RAID 5 HDD will be installed.

It would be quicker, but for gaming and video work I’d likely choose a 3900X. If video rendering isn’t crucial, a 10600K would make sense. I’d also recommend holding off another couple of months for AMD’s Zen 3 chips.

Yes, that's possible. If you have time, wait for Zen 3 and explore its features before making a decision about which platform to switch to.

^^^ This. New CPUs are a good chunk faster, but the 5960X isn't any sort of slouch (I ran one at 4.5-4.7 for a good while before getting my 6950X). If you're looking for actual value, then waiting for Zen 3 if you can is a good idea. If it's just cuz you want to and you have your heart set on a specific CPU, then yeah go for it.

not used to raid cards and prefer sticking with Intel's RAID chips on their boards since they have native RAID 5. As a home user, RAID 5 should suffice for now. I might consider AMD in the future but need to locate an affordable card that supports upcoming standards for a few years ahead.

Opt for an 8-core processor since it's likely more affordable than a 10+ core option.

for multi-threaded tasks zen 2 performs well. if raid cards aren't available, a 10700k offers a boost. hold off on the 10850k—it's similar to a 10900k but slower by 100mhz and cheaper. a 3900x or 3700x makes sense, or wait for zen 3 which is a stronger choice.

3900X is currently priced near $430, according to recent info, and it's a 12-core model.
