I struggle to operate a flash drive regularly because of the CPU issues.
Have you checked any fixes? Is the BIOS updated? This seems to point more toward a motherboard problem rather than a CPU issue. As mentioned before, the "slower performance in games" is quite subjective. You probably wouldn’t even notice it. When it was first released, the 5900x (the slower one) performed marginally better than the 5800x in game tests. No matter how small the difference is.
I wrote the book on this. It's a CPU I/O problem that was tried to be fixed with BIOS updates. I understand it better than most people. When AMD handled it, they didn’t disclose what caused it even when asked. I’ve seen many people resolve it using new 5000 series CPUs on the same board.
You're looking for a more recent Ryzen 5000 CPU, right? Instead of buying the 5700X for $175 and using PBO to upgrade it to a 5800X, why not just purchase the 5700X directly? That would give you the same gaming performance as a 5900X at half the cost.
