Having the stick in slot 2 or 4 now displays the 4800 display, thank you. However, it won't restart regardless of the slot where the stick is placed.

The inability to restart might stem from several factors. Possibly a faulty BIOS update is the cause—some systems encounter more problems with newer versions than older ones. Rolling back to earlier revisions could resolve the issue. Fastboot is active; based on my observations, it doesn’t lead to failure but increases boot time, extending it from 10–20 seconds to roughly a minute each restart due to memory training. Other potential causes exist, but I haven’t identified them yet, so I’d start there.
