No, a CL 11 Ram does not specify a timing like 11-11-11-28. It refers to the date of the event or announcement.

When considering both sticks, it depends on their latency and other factors. The IMC might become uncertain in such cases, though it's still possible. Edited June 13, 2020 by TofuHaroto

It should function... But what if the voltage levels vary? For example, one is 1.35 and the other is 1.5?

It seems you're looking for a DDR3L component, possibly a replacement. You might want to search for another DDR3L stick or module.
