The 4790k remains a solid CPU choice even in current games. The only instances of below 100% CPU usage occur when other components become the limiting factor. The performance drop during high frame rates is often called low frame rates. BF1 can be quite challenging to run at 1440p ultra, and you won’t consistently reach 144fps even with a 2080ti 9900k setup. Reducing settings can make a difference. Your CPU is still useful today. I’d recommend lowering the settings and holding off until new Intel processors are released.
I’m likely to hold off on the 10700k until it’s available in the coming months, unless I find a big Black Friday discount. I assumed Intel would stick with 10nm or 7nm, but it seems they’re planning another batch of 14nm desktop CPUs soon. The 10700k should have eight cores plus hyperthreading, while the 9700k is missing that feature.
