If you have time to wait for the 10th generation Intel, I’d choose that or go with the latest AMD options. I used a 4790k paired with a 1080 at 1440p. Before things got too slow, I could hit around 120 frames. It was okay until some maps kept the CPU stuck at low speeds. Not great for competitive play. No amount of boosting will fix that slow processor.
The graphics card made a big difference in my gaming experience. It's fine that I have a seventh-generation processor, but before I could play at around 10 frames per second with a GT730 4GB DDR5, I reached over 100 FPS or even 200 depending on the game. I’m not sure if an RTX would work well with a fourth-generation system. This is based on my own experience.

I haven’t upgraded since I checked out the 4790K—it doesn’t change much in games unless you get a big overhaul, which would be tough with an H60 cooler.
Can operate the CPU at 5.0ghz, but it won’t be a big deal. Games that run smoothly like BF1 are beyond its capabilities. Unless you’re someone who limits frames and makes countless adjustments. It’s better to upgrade the hardware and address the problem now. I ran mine at 4.8 and it barely kept up with an old Kepler card in 1440p. I didn’t pay much attention to the voltage requirements, so I stopped running it at that high setting.
