I believe you're mixing Intel B series boards (usually not overclocked) with AMD B series boards (which do allow overclocking). The B450 and B550 both support overclocking. PCIe Gen 4 offers a higher theoretical bandwidth than PCIe Gen 3, but devices like the 3070 don’t require the extra capacity from PCIe Gen 4 to reach their full potential since Gen 3 still provides sufficient bandwidth.
