I’m considering adding a 3070 to my PC setup. Right now I have a B450 Pro with a VDH max paired with a Ryzen 7 3700X. I’m weighing whether an upgrade is necessary and what would be most advantageous. I was thinking about moving to the B550 Gaming Plus from MSI.

I don’t see any benefit in upgrading unless you plan to upgrade the CPU later. The B550 Gaming Plus looks like a solid pick if your budget allows for other parts too. What’s your budget looking like?

The existing motherboard won't limit the 3070's performance, which makes upgrading unnecessary unless you intend to modify other components.

The PSU is the main focus, though I understand it’s unrelated to the rest. I assumed a 3 PCIe upgrade was unnecessary because others said there’s no major difference.

Upgrading between these boards should be smooth since both the B450 and B550 use the same AM4 socket, eliminating the need for a different CPU. However, with MSI B series boards you generally can't overclock them much to boost performance. If you're not sure, check out MSI's YouTube and Twitch streams—usually on Wednesdays around 11 AM Eastern Time. Join the stream and ask about overclocking possibilities for the B series.
