It’s necessary to refresh the bios for Zen 2 compatibility. The PSU might also be a contributing factor.

Are you free in those 20 seconds to explore the BIOS and see which version you're running? Honestly, it doesn’t seem like a hardware problem. If the processor were stopped, you wouldn’t notice those 10-20 seconds; it would just fail to start altogether.

It looked like PSU at first, but I’m not sure. I can test it on a friend’s system and maybe find an older one too.

I’m not sure about the PSU, but RoseWill doesn’t seem to have positive feedback... consider getting a PSU from another PC or a friend to test. If it still doesn’t work, it could be an issue with the motherboard.
