Checking GTX 1070 performance with x4 PCIe lanes
I wasn’t very familiar with BIOS settings, but I was there briefly and didn’t see anything. I saw Hyper M.2 was turned off and switched it on. Unfortunately, the GPU remains at x4 and your computer feels slower—applications take a long time to launch.
Hyper M.2 focuses on NVMe performance. Restart it. hwinfo64 is an available software tool.
The benchmark lane count remains the same; it only displays results for each lane.
I own two 2080 Ti systems—SLI and primary—appear consistent at 4x for certain reasons. It should be 8x, but in HWinfo64 it displays 8.0 GT/s. If you mention PCIe Link Speed of 16 GT/s, that would reflect your actual performance. The 4x is likely a status BIOS setting rather than the real speed.
