I've checked the same info on my 5800x3D and it makes sense. The thermal headroom seemed smaller after the 3D cache was added. It could also be a motherboard limitation, since I'm using a TUF gaming x570-plus with Wi-Fi and BIOS 4802. After running Cinebench R23, my temps climbed to around 90°C, with clocks fluctuating near 4.3GHz in HWInfo. A cooler like the EK 360 AIO helped, and the fans kicked up to full speed at those temps. At a bit more heat, 93°C or 94°C with clocks under 4.3GHz seemed realistic. I'm now really more curious about this discussion, haha.
i said this is (almost) normal, its the other guys that are saying "there's no throttling lol" i also several times suggested a way to improve performance in a very simply way ¯\_(ツ)_/¯ *i say almost because ive not seen as high as 90c on my 5800x3D at all even at stock ~
