And I think you should try to remember people here are helping you hit 60 fps because it's a better gaming experience. Which is why they are suggesting a new video card for gta V.
I referenced Ultra settings earlier in our conversation. GTA V typically achieves 50-60 FPS on High with the 260X and a strong CPU, while a weaker CPU drops to around 35 FPS. A new graphics card won’t push it past 60 FPS due to the 860k bottleneck.
Other titles exist in the industry. GTA V isn't the start or finish. Consider Tomb Raider—it's not dependent on a specific modern CPU. Performance mainly relies on your GPU.

A slower CPU compared to today's chips doesn't mean the gaming world will shift back to using CPUs. Perhaps we're simply used to more detail and smoother performance at once.

It's basically how things play out for me in GTA V. When my GPU runs at 950-1000MHz, I see about 30-40 frames per second, but it drops to around 25 fps when it hits 850MHz. The CPU stays around 90%. In the countryside, I manage 50-70 fps because my GPU keeps running at full speed of 1150MHz. If an i5 could push that frequency to 98%, I'd see 45-60 fps in the city. I'm really satisfied with this setup since it feels similar to what I used on consoles, and I don't notice much difference between 40 and 60 fps. The only thing that bothers me is occasional drops around 30 fps, though I usually tolerate that.
