Both sections are relatively fragile in GTA V, so altering just one won’t significantly help.

The performance gap between the 860K and i5 3570K is about 30 fps in GTA V. A 260X card is quite capable. I’m thinking about switching forums since the current discussions don’t help much.

You're not likely to see huge gains. 260x still works well on older systems. GTA V is quite taxing. A new CPU probably won't boost performance much, but it won't reach top frame rates either. If you were me, I'd skip the 4690k and go with 4460+h81, saving for a GPU upgrade later.

I managed it, though I prefer getting 4690K and Z97 for a while longer. I’ll have funds for a new GPU by Christmas if I feel the need. The price gap isn’t huge.

I appreciate how those who don’t even have a 260X comment it runs poorly. You might want to give it a try yourself first.
