My 3100 runs smoothly at 55°C with the PF120, so it seems okay. However, I’m unsure if a 120A model can manage 5900X at maximum power.

Well, yes and no. Yes, 62C is fine and nothing to worry about, but no, that's not great for mostly idle. Of course, your issue there is that you're cooling a 5900X with a 120mm rad. You'd do better with a single tower air cooler, which still wouldn't be sufficient to cool that chip.

Downloading a game isn't really about temperature—it's more about whether you're idle or active. If you see solid results, it means you're doing something. Try Cinebench R15; good scores show you're in the zone.
