And by the way, I ran a gts 250 on an a4 procie. My FPS boost was about 10 to 30, probably because the CPU could concentrate more after I added a GPU.

I tested it without any bottlenecks until I changed to 720p, so I keep using 1366x768.

The term 'bottleneck' just refers to a section of the system that prevents other parts from reaching their full capacity. When modifying components, it's completely feasible, even probable, to boost performance while also raising the bottleneck rate. Those tools are merely misleading.

Forty dollars is a good starting point. You might explore options like Good Will to find an old Dell mid tower with an i5 or i7. Some of those older office computers can be upgraded with a decent card and will run well. A few years ago I purchased a Dell Optiplex used from work for fifty dollars, equipped with an i7 3770 and 8GB RAM. I added another 16GB RAM and an SSD, and it performs nicely for home office tasks. Similar upgrades could let you fit a GTX 1060 or 1070 if you upgrade the power supply.

I also wish I could have acted sooner. I've spent more than $140 improving my setup from an A4 4000 to an A10 5800k with 8GB RAM, 120GB SSD, GTS 450, but I'm still relying on a generic model.
