Don't anticipate: 1. Forza Horizon 3 will be available on Steam. It's possible, but currently Quantum Break remains the sole Microsoft-released UWP title on the platform. 2. To move the Windows Store version onto Steam in any way. Unless I'm wrong, the method used for Windows Store apps prevents them from functioning on Steam because they're .exe files instead of .appx files.

I believe it won’t reach steam, though it might appear on other Windows versions through dx11. Steam seems unlikely to acquire it.

Steam isn't the same as the Windows Store; you'll have to purchase it separately.
