It doesn’t seem logical to release Forza Horizon 3 on Steam just because of smooth cloud synchronization between PC and Xbox versions—steam might struggle to keep up with that performance.

I think you'll need to sign in to Xbox Live to play, and I believe that applies to Quantum Break too. However, I'm not sure because I don't have a strong interest in that game.
