I took out the battery for 5 minutes, then reinserted it and turned it on again. The issue remains unchanged.

I took the battery out for 5 minutes, then reinserted it and turned the power back on... still nothing changed. I'm uncertain if downclocking the RAM is the issue, as the tool you used might not be suitable for OEM boards. It seems something else is likely causing the problem. Try leaving the CMOS battery out, plug in the PC, and power it on without the CMOS battery installed. Remove all but one stick of RAM when unplugged from power.

Take out the cmos, unplug it for 30 minutes, then reinsert everything and see if it works. If it doesn't, your board could be damaged.

USB ports don't work with my wireless mouse and keyboard but my extrenal hdd turns it's leda on, so I hope it's not a fried motherboard
