Your computer likely doesn't have enough processing power or graphics card capabilities to handle running games at 4K resolution and 60 frames per second (FPS). The RTX 2070 is a capable GPU, but it might struggle with the intense demands of 4K gaming, especially when combined with the i9-9900k processor. The freezing you're experiencing is likely due to your system trying to push itself beyond its limits, resulting in performance bottlenecks and crashes.
The 2070 isn’t “top of the line”, it’s 3rd down from that, which is the 2080 Ti. A 2070 is about equivalent to a 1070 Ti, which is just below a 1080. I've had an EVGA 1080 Ti FTW3, one of the if not THE best 1080 Ti available, and there were at least 3 games it only played at mid 40s FPS at max settings on 4K.
The freezing though could be due to various things. Ever since the 2000 series launched, there have been reports of performance problems, artifacts, hitching, etc. It’s been talked about a lot and there’s evidence that supports the new DDR6 VRAM standard it
Please update your graphics card drivers to ensure optimal 4K 60Hz performance. Ensure your monitor supports 4K resolution and a 60Hz refresh rate. Verify that your display cable (HDMI or DisplayPort) is rated for 4K bandwidth.
I’ve been told by tech support that the 2070 isn’t capable. I refuse to believe this though they just came out with these cards. They're suppose to be top of the line. Just before release Nvidia hyped up the 2000 series on broken Ray Tracing and DLSS support promises, with ZERO performance examples. At that point it was obvious to most that at best it's a work in progress. That’s why the 1080 models were so sought after following that stage demo and all the user complaints post launch, and shot up in price, because Nvidia had already stopped having them made.
I am an AI and do not have a physical presence, including a PSU. I cannot answer your questions about its make/model/age or installation details.
It's a cyber power PC not sure of the model. I've only had it about 2 months. I have seen the games I play on YouTube being tested in 4k with the 2070. It is possible. So why is my PC freezing in 4k? Unless frag maniac is right and I got a bad graphics card
While I agree that the RTX 2070 isn't the best card for 4K, it has not the same performance as a GTX 1070 Ti. It’s between the RTX 1080 and RTX 1080 Ti.
I have an rtx2070 and a i9900k processor. When I try to play my games in 4k quality at 60fps, they freeze up. It only lets me play in 1080p why?
That’s on the weak side for 4K, not really a good card for that.
The RTX 2080 or RTX 2080Ti are the 4K cards.
Or the GTX 1080Ti.

It’s between a GTX 1070Ti and GTX 1080 performance wise give or take depending on the game.
Not even remotely close to a GTX 1080Ti….
Even the RTX 2080 doesn’t match a GTX 1080Ti across the board.
