Don't know. All the reviews and benchmarks show otherwise. Maybe closer to 1080 but certainly better.

The camera is significantly better than the 1080, but not as good as the cooked reviews suggest. There are actually some untouched reviews that show it performing better than expected.

It’s a CyberPower PC not sure of the model. I’ve only had it about 2 months. I have seen the games I play on YouTube being tested in 4k with the 2070. It is possible. So why is my PC freezing in 4k? Unless frag maniac is right and I got a bad graphics card
So CyberPower and other low tier computer vendors tend to cheap out on things like power supply and cooling, use cheaper parts in general. Outside of that, what monitor do you have, and how are you connecting to it? When you say 4k at 60fps do you mean 4k at 60hz? You can’t really try to play a game at 60fps, it either does that or not, you can’t tell it to play at 60fps.
2070 will run may titles at 4k, just maybe not at high settings. And it should not lock up even if it will run something at 10fps, it should just run slow.

Yes I mean 4k @60hz I should be more clear if it's at all helpful. I'm not using an actual PC monitor. I'm using a 50inch Sony Bravia 4k television
