The resolution is 1280x1024 and you want around 60 frames per second. It’s a feasible goal.

According to PC Gamer and Rockstar, achieving the best performance in GTA 5 requires a GTX 660. A 970 should easily handle it as well.

You typically achieve around 35 frames per second on GTA IV when using the highest settings at that resolution.

It's mainly because GTA IV was poorly ported. Yet still, only about 35 FPS at your settings feels quite low.

GTA IV is a poor port and lacks optimization. Those who played GTA V on PC found it significantly different.

It's not about a visual change, so everything should be fine. Disrespect the resolution though.
