The resolution is 1280x1024 and you want around 60 frames per second. It’s a feasible goal.

According to PC Gamer and Rockstar, achieving the best performance in GTA 5 requires a GTX 660. A 970 should easily handle it as well.

It's mainly because GTA IV was poorly ported. Yet still, only about 35 FPS at your settings feels quite low.
