AMD confirmed b450 could run Zen 3 using a beta BIOS, though the decision rests with the manufacturer regarding whether a beta BIOS will be available for Zen 3 support.

It's important to note that @Mateyyy highlighted "existing" points, and Zen 3 hasn't been released yet. AMD made a significant change after some backlash, but I wouldn't assume Zen 3 will be compatible with every X470 or B450 just soon.
